CCI is looking for an Expert .Net developer/Software Engineer with experience in BizTalk Server, MOSS, SQL Server, and network topology assessments to perform work improving Washington State's voter registration management system. This is a two-phase project with the Secretary of State, developing upgrades in partnership with the Elections Division and Information Technology Group. Phase 1 will assist overseas voters with absentee ballots, and Phase 2 will improve the usability anf functionality of the core voter system. This project will run through January 2011 and the primary work location is Olympia.

Requirements:
1. Voter registration/election management systems Complex transactional (Electoral) database design in SQL Server.
2. Microsoft BizTalk Server
3. Advanced application development leveraging Microsoft SharePoint Server (MOSS).
4. Object Oriented Programming with a documented approach to application design.
5. .Net and .Net Framework Network topology assessment to improve application design and database normalization.
6. An industry-standard approach to systems documentation and knowledge transfer.

Preferences:
1. Experience with system architecture similar to Washington’s Voter Registration Database.
